If by terrorize you mean to cause us to fear and thus do irrational things out of fear, than who, seeing the rise of Beck and Palin and their ilk, after the 911 bombings, and the response of the nation to war against and pulverize mud houses in far away lands, and to break long standing civil protections, and to allow the President and his henchmen to commit war crimes and lies of the most vile nature, to which the next administration choose to look away from, and the creation of secret torture prisons, and extraordinary renditions, the rationalization of killing civilians, and etc.ect, than, by all accounts terrorism is very effective.
